FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 73471, A SIX-\nUNIT CONDOMINIUM SUBDIVISION AT 4910-4916 ENCINITA AVENUE.\nCity Council approval of the final map will allow the property owner to record the\nmap and start construction of the four condominium units.\nRecommendation:\n1. Review and approve the final subdivision map for Tract Map No. 73471\n(Attachment “A”);\n2. Authorize the City Clerk to certify Map No. 73471; and\n3. Find the project exempt from the California Environmental Quality Act (CEQA)\npursuant to Section 15332 (In-fill Development Projects) of the California\nCEQA Guidelines.

APPROVAL OF AGREEMENT WITH REALTY PLANNERS GROUP, INC TO\nIMPLEMENT THE SIXTH CYCLE HOUSING ELEMENT\nCity Council is requested to approve the service agreement to allow the\nconsultant to start the work so that the September 30, 2023 deadline can be met.\nRecommendation:\n1. Review and approve the Professional Services Agreement (Attachment “A”)\nwith Realty Planners Group, Inc. (Realty Planners). This agreement is for the\nimplementation of the sixth cycle Housing Element. The budget for this\nagreement is $30,000 which will be paid by the Local Early Action Planning\nGrant (LEAP grant). The remaining grant funds must be spent by September\n30, 2023; and\n2. Authorize the City Manager to execute the agreement with Realty Planners\nGroup.
