Introduce Ordinance No. 23-1071 for first reading by title only, amending Title\n9, Chapters 1 of the Municipal Code (Attachment “A”) related to urban\ndwellings and urban lot splits (SB-9) and finding the Ordinance exempt from\nCEQA;\n2. ADOPTION OF RESOLUTION NO. 23-5670, DECLARING THE CITY’S\nINTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE\nDISTRICT ASSESSMENTS FOR FISCAL YEAR (FY) 2021-2022 AND\nESTABLISHING THE TIME AND PLACE FOR HEARING PUBLIC OBJECTIONS\nThe City Council is requested to accept the Engineer’s Report for the Temple City\nCitywide Lighting and Maintenance District for FY 2023-2024. The Engineer’s\nReport contains an annual program cost summary which includes the estimated\ncost of the construction, operation, servicing and maintenance of the streetlights,\ntraffic signals, and parkway landscaping for FY 2023-2024. The report also\nincludes the method of apportionment for the assessments.\nRecommendation:\n1. Accept the Engineer’s Report for the Temple City Citywide Lighting and\nMaintenance District (District) for FY 2023-2024 (Attachment “A”); and\n2. Adopt Resolution No. 23-5670 (Attachment “B”).

ADOPTION OF RESOLUTION NO. 23-5668 APPROVING PARTICIPATION IN\nTHE LOS ANGELES URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK\nGRANT (CDBG) PROGRAM BY AUTHORIZING THE MAYOR, OR HIS\nDESIGNEE TO SIGN A COOPERATION AGREEMENT WITH THE COUNTY OF\nLOS ANGELES\nThe City is a non-entitlement City that receives CDBG funds from Los Angeles\nCounty Development Authority (LACDA). Every three years the County of Los\nAngeles is required to re-qualify as an Urban County with the U.S. Department\nand Urban Development (HUD). To continue receiving CDBG funds from LACDC,\nthe City is required to enter into a cooperation agreement with LACAC.\nRecommendation: Adopt Resolution No. 23-5668 approving\nparticipation in the Los Angeles Urban County\nCDBG Program and authorize the Mayor, or his\ndesignee to sign a cooperation agreement with\nthe County of Los Angeles.
