INTRODUCTION OF ORDINANCE NO. 23-1073 AMENDING SECTION 2-1-2 OF\nTHE TEMPLE CITY MUNICIPAL CODE PERTAINING TO CITY COUNCIL\nCOMPENSATION IN LIGHT OF SENATE BILL 329\nThe Governor signed Senate Bill 329 (“SB 329”) in June which allows cities a one-\ntime chance to “reset” city council salaries to take into account inflation, the work\ndone by local government officials, and the need to ensure that people are not\ndiscouraged from seeking city office due to the low pay and high demands of that\noffice.\nPresenter: City Attorney\nRecommendation:\n1. Introduce for first reading by title only and waive further reading of Ordinance\nNo. 23-1073, amending Title 2, Chapter 1, Section 2-1-2 “Expenses and\nCompensation” of the Temple City Municipal Code; and\n2. Schedule the second reading of Ordinance No. 23-1073 for September 5,\n2023.

EMPLOYER MEDICAL HEALTH BENEFIT CONTRIBUTION AMOUNT TO THE\nPUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT (PEMHCA)\nMINIMUM AND HEALTH BENEFIT AMOUNTS TO EMPLOYEES, RETIREES\nAND COUNCILMEMBERS\nCity Council is requested to consider establishing tiers of City healthcare\ncontribution levels for active full-time city employees, Council, and retired\nannuitants to control the City’s future other post-employment benefits.\nPresenter: City Manager and Administrative Services\nDirector\nRecommendation:\n1. Resolution No. 23-5690 (Attachment “B”), fixing the City’s contribution under\nPEMHCA for employees and retired annuitants to the PEMHCA minimum\neffective October 1, 2023;\n2. Resolution No. 23-5691 (Attachment “C”), rescinding Resolution No. 78-1747\n(Attachment “A”), the current resolution with the California Public Employees’\nRetirement System (CalPERS) regarding the participation of the City of\nTemple City (City) and stating its contributions to CalPERS’ medical\nhealthcare insurance program, effective October 1, 2023;\n3. Resolution No. 23-5692 (Attachment “D”), establishing the side letter\nagreement between the City and the Temple City Employee Association\n(TCEA) employee group regarding revisions to health benefits effective\n4. Resolution No. 23-5693 (Attachment “E”), revising the City’s health benefit\ncontributions for full-time non-represented employees effective October 1,\n2023; and\n5. Resolution No. 23-5694 (Attachment “F”), revising the City’s health benefit\ncontributions for Council members effective October 1, 2023.
