A. ESTABLISH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS\nAND ALLOCATIONS FOR FISCAL YEAR 2024-25\nThe City Council is requested to conduct a public hearing to solicit input from the\ncommunity and to ensure that the proposed CDBG Projects meet community\nneeds and Housing and Urban Development (HUD) guidelines.\nPresenter: Community Development Director and\nAssociate Planner\nRecommendation:\n1. Hold a public hearing regarding the proposed allocation of Community\nDevelopment Block Grant (CDBG) funds for Fiscal Year (FY) 2024-2025 (24-\n25);\nJanuary 16, 2024\n2. Authorize the City Manager to amend CDBG-funded program allocations up to\n50 percent of the approved allocation as necessary throughout the FY;\n3. Adopt Resolution 24-5717 establishing the CDBG-funded programs and\nallocations below for FY 24-25. The total CDBG Budget for FY 24-25 includes\nthe estimated allocation of $230,000 and unallocated prior years’ funds of\n$65,000 for a total of $295,000:\ni. Housing Rehabilitation Loan and Handyworker Grant Program: $235,000\nii. Asbestos Testing and Removal Program: $ 30,000\niii. Youth Scholarship Program: $ 30,000\nTotal FY 24-25 CDBG Budget: $295,000\n4. Establish a CDBG Ad Hoc Committee to explore any future adjustments to the\nCDBG program including considering how to move forward with the YSP.
