AMEND THE ADOPTED TRAFFIC THRESHOLDS OF SIGNIFICANCE FOR\nTHE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) RELATED TO\nVEHICLE MILES TRAVELED (VMT)\nThe City Council is requested to adopt revised thresholds of significance for\nimpacts related to vehicle miles traveled of projects in compliance with California\nEnvironment Quality Act.\nPresenter: Community Development Director\nRecommendation: Adopt Resolution No. 24-5727 which adopts\nrevised thresholds of significance for impacts\nrelated to vehicle miles traveled (VMT) of\nprojects in compliance with the California\nEnvironmental Quality Act (CEQA) and finds\nthat the adoption of new CEQA thresholds of\nsignificance is exempt from CEQA.

REPROGRAMMING OF THE CITY’S YEAR 1 AND YEAR 2 PERMANENT\nLOCAL HOUSING ALLOCATION (PLHA) FUNDING AND APPROVAL OF\nCONSULTANT SERVICES AGREEMENT WITH FAMILY PROMISE OF SAN\nGABRIEL VALLEY TO ADMINISTER A PROGRAM TO ASSIST FAMILIES AND\nINDIVIDUALS EXPERIENCING OR AT RISK OF HOMELESSNESS\nThe City Council is requested to consider the reprogramming of the City’s PLHA\nfunds, focusing on assisting families experiencing or at risk of homelessness.\nPresenter: Community Development Director\nRecommendation:\n1. Close out the City’s PLHA funded Residential Accessibility Modification\nProgram (RAMP);\n2. Establish two PLHA funded programs assisting families and individuals in\nTemple City experiencing or at risk of homelessness with (1) case\nmanagement services and (2) rental and move-in assistance;\n3. Approve a Consultant Services Agreement with Family Promise of San Gabriel\nValley (“Family Promise”) to administer a program assisting families and\nindividuals in Temple City with case management services (Attachment “A”);\n4. Authorize the City Manager to execute the previously mentioned Consultant\nServices Agreement in an amount not to exceed $81,250;\n5. Approve a Consultant Services Agreement with Family Promise to administer\na program assisting families and individuals in Temple City with rental\nassistance and move-in assistance (Attachment “B”); and\n6. Authorize the City Manager to execute the previously mentioned Consultant\nServices Agreement in an amount not to exceed $204,296.
