3.\nRATIFICATION OF PAYROLL AND DEMANDS The City Council has\napproved the use of Government Code Section 37208 to expedite the\npayment of City of Tustin obligations that are in accordance with the\napproved budget or continued operations authorizations.\nRecommendation: It is recommended that the City Council approve\nPayroll in the amount of $1,167,287.72 and Demands in the amount of\n$3,216,103.45.

4.\nAPPROVE\nPLANS\nAND\nSPECIFICATIONS\nAND\nAUTHORIZE\nADVERTISEMENT FOR BIDS FOR HEIDEMAN SCHOOL PARK The\nplans and specifications for the Heideman School Park Project have been\nprepared, and the project is now ready for bid. Construction is anticipated\nto begin in June 2026, with completion estimated in Summer 2027.\nRecommendation: It is recommended that the City Council: 1. Adopt\nResolution No. 26-07 approving the plans and specifications for the\nHeideman School Park Project; and 2. Authorize the City Clerk to\nadvertise to receive bids. RESOLUTION NO. 26-07 A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,\nAPPROVING PLANS AND SPECIFICATIONS FOR HEIDEMAN SCHOOL\nPARK, CIP NO. 20089, AND AUTHORIZING ADVERTISEMENT FOR\nBIDS Fiscal Impact: The Heideman School Park project is partially funded\nby a Proposition 68 Statewide Parks Program Grant. The total grant\namount available for the project is approximately $5 million, and the\nengineer's estimate to construct the project is $7,700,000. Upon receiving\nfinal construction bids, staff will prepare a recommendation for contract\naward, to include potential funding options (e.g., Capital Improvement\nProgram adjustments, Park In-Lieu fee appropriations, General Fund,\nLand Sale Proceeds)

5.\nAPPROVE\nTHE\nREDESIGN\nOF\nTHE\nARMSTRONG\nAVENUE\nPEDESTRIAN BRIDGE Two redesign alternatives for the Armstrong\nAvenue Pedestrian Bridge were evaluated in an effort to align construction\ncosts with the project budget. The staff supported recommendation is\nmade by an Ad Hoc Committee composed of Councilmember Gallagher\nand Mayor Lumbard.\nRecommendation: It is recommended that the City Council approve\ndesign Alternative No. 2 for the Armstrong Avenue Pedestrian\nBridge.Fiscal Impact: There is no fiscal impact associated with this item.

6.\nDECLARATION OF SURPLUS COMPUTER EQUIPMENT The City has\naccumulated a collection of obsolete and/or damaged computer\nequipment, including, but not limited to desktop and laptop computers,\naccess points, servers, network equipment, printers, scanners, tablets,\nand phone devices that are no longer functional or needed for public use.\nRecommendation: 1. Declare the listed computer equipment as surplus\nand not required for public use; and 2. Authorize staff to dispose of the\nequipment. Fiscal Impact: The listed computer equipment has been\ndetermined to have zero salvage value and will be disposed of by an\nelectronic waste service provider. This item has no direct fiscal impact.

7.\nCODE STREAMLINING AND IMPROVEMENT PROGRAM The goal of\nStreamline Tustin is to evaluate the City’s land use code and propose\namendments to sections that lack clarity, are outdated, or do not reflect\ncurrent regulations or adopted policy. The proposed Code Amendment\n2025-0002 is a City initiated request to amend Tustin City Code Article 9\n(Land Use) as part of the Community Development Department’s ongoing\ncode streamlining and improvement program. Specifically, Code\nAmendment 2025-0002 does the following: * Updates select provisions\nrelated to Housing Element implementation programs; * Clarifies and\ncodifies the City’s prohibition on short-term rentals; and * Includes minor\ntechnical and organizational corrections. On January 27, 2026, the\nPlanning Commission adopted Resolution No. 4538 (Attachment E),\nrecommending that the City Council adopt Ordinance No. 1574 approving\nCA 2025-0002. The Planning Commission staff report is provided as\nAttachment D for reference.\nRecommendation: That the City Council introduce and have a first\nreading, by title only, of Ordinance No. 1574, amending various sections\nof Article 9 (Land Use) of the Tustin City Code relating to the Streamline\nTustin program to provide clarity, consistency of terms and definitions,\nimplementation of select Housing Element programs, clarification of the\nprohibition on short-term rentals, and minor technical and organizational\ncorrections. DRAFT ORDINANCE NO. 1574 AN ORDINANCE OF THE\nCITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING\nVARIOUS SECTIONS OF ARTICLE 9 (LAND USE) OF THE TUSTIN\nCITY CODE (CODE AMENDMENT 2025-0002) TO PROVIDE CLARITY,\nENSURE\nCONSISTENCY\nOF\nTERMS\nAND\nDEFINITIONS,\nIMPLEMENTATION\nOF\nGENERAL\nPLAN\n2021-2029\nHOUSING\nELEMENT PROGRAMS, CLARIFY THE PROHIBITION OF SHORT-\nTERM RENTALS, AND ENSURE COMPLIANCE WITH NEW STATE\nLAWS Fiscal Impact: There is no fiscal impact associated with this item.
