15. Establish a Four-Way Stop Control for the Intersection of Bear Valley Road and\nMonte Vista Road\nRecommendation:\nThat the Honorable City Council adopt Resolution No. 24-031, establishing a four-\nway stop control for the intersection of Bear Valley Road and Monte Vista Road.

Bear Valley Road Overhead at BNSF Railroad Project Closeout\nRecommendation:\nThat the Honorable City Council take the following actions related to the Bear\nValley Road Overhead at BNSF Railroad Project (BVOH):\n(1) Adopt Resolution No. 24-032 to amend the Fiscal Year 2023/24 budget to reflect\nan additional appropriation of $828,722.24 from Fund 352 and additional expenses\nin the amount of $828,722.24 from Fund 352;\n(2) Approve Contract Change Order Nos. 2, 3, & 4 to Riverside Construction\nCompany, Inc. in the amount not to exceed of $678,722.24; and\n(3) Approve Amendment No. 2 to the Consultant / Professional Services Provider\nAgreement for construction management services with Parsons Transportation\nGroup, Inc., in an amount not to exceed $150,000.00.

VWD 24-002 and VWD 24-003 - Resolutions of\nthe Board of Directors of the Victorville Water District initiating proceedings to fix,\nlevy, and collect standby charges for Water Improvement District Number One\n(WID1) and for Water Improvement District Number Two (WID2) for Fiscal Year\n2024-2025\nRecommendation:\nThat the Honorable Victorville Water District Board of Directors:\n(1) Approve Resolution No. VWD 24-002 authorizing the Victorville Water District to\ninitiate proceedings to fix, levy, and collect standby Charges for Water Improvement\nDistrict One for Fiscal Year 2024-2025;\n(2) Approve Resolution No. VWD 24-003 authorizing the Victorville Water District to\ninitiate proceedings to fix, levy, and collect standby Charges for Water Improvement\nDistrict Two for Fiscal Year 2024-2025; and\n(3) Set May 21, 2024, as the date for the Public Hearing for the purpose of hearing\narguments for and against determinations to fix, levy, and collect water standby\ncharges as set forth in the aforementioned resolutions.

DBA USA Shade &\nFabric Structures, for the Brentwood Shade Structure Purchase and Installation,\nProject ESC24-094, CMAS Contract Number 4-22-11-1011\nRecommendation:\nThat the Honorable City Council approve a Construction Agreement in the amount\nnot to exceed $151,603.54 with Shade Structures, Inc. DBA USA Shade & Fabric\nStructures for the Brentwood Shade Structure Purchase and Installation, Project\nESC24-094.
