1. An Amendment to the Victorville Municipal Code (“VMC”) with an environmental\nexemption, making various changes to Article 12, Chapter 7 of Title 16 to adopt\nchanges necessary to comply with regulations resulting from the State of\nCalifornia's passage of Senate Bill 635 relating to the protection of personally\nidentifiable information provided by sidewalk vendors\nRecommendation:\nThat the Honorable City Council:\n(1) Open and conduct a Public Hearing to receive public testimony;\n(2) Close the Public Hearing;\n(3) Find the VMC Amendment exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to Guideline sections 15060(c)(2), 15060(c)(3), and 15061(b)(3);\n(4) Introduce Ordinance No. 2463 for adoption and first reading by title only; and\n(5) Waive further reading in full of proposed Ordinance No. 2463.

10. Reduction of the Faithful Performance Securities associated with a Single-Family\nResidential Home located at 12310 Beaver Avenue\nRecommendation:\nThat the Honorable City Council:\n(1) Approve the 80-percent release of the Water Faithful Performance Security; and\n(2) Accept the completed water public improvements.

This total includes:\n•\nElectronic Fund Transfers No. 347235 through 347423 and Warrant No.\n802231 through 802406 in the amount of $3,352,096.59.\nAll are consistent with the adopted Fiscal Year 2025-2026 Budget (covering July 1,\n2025, through June 30, 2026).

Consideration of Resolution No. 26-006, Accepting the Unanimous Approval of the\nProperty Owner and Annexing the Pollo Campero Development into Community\nFacilities District No. 2024-01 (Annexation No. 3)\nRecommendation:\nThat the Honorable City Council:\n(1) Adopt Resolution No. 26-006, to accept the unanimous approval of the\nlandowners and make the findings necessary to annex Parcel No. 3093-182-09-\n0000 into Community Facilities District No. 2024-01 of the City of Victorville\n(Municipal Services); and\n(2) To order the levy of Special Taxes to pay for municipal services and\nmaintenance of certain facilities associated with the Pollo Campero Development\n(Annexation No. 3).

Annual Financial Reports for the Fiscal Year Ended June 30, 2025\nRecommendation:\nThat the Honorable City Council and Board of Directors approve a motion to\nreceive and file the following:\n(1) City of Victorville Annual Comprehensive Financial Report for the Fiscal Year\nended June 30, 2025;\n(2) Victorville Water District Basic Financial Statements for the Fiscal Year ended\nJune 30, 2025; and\n(3) Southern California Logistics Airport Authority Basic Financial Statements for\nthe Fiscal Year ended June 30, 2025.

18. ​Cooperative Agreement with the County of San Bernardino for the Ridgecrest Road\nat Bluff Crest Street and Vista Point Drive Traffic Signal Project\nRecommendation:\nThat the Honorable City Council:\n(1) Approve entry into a Cooperative Agreement with the County of San Bernardino\nto jointly participate in a project installing offset traffic signals at the Ridgecrest\nRoad intersections with Bluff Crest Street and Vista Point Drive; and\n(2) Authorize the City Manager and City Attorney to make non-substantive changes\nand clarifications to the Cooperative Agreement.

Award of Construction Contract to Veterans Communication Services, Inc. for City-\nWide Security Camera Installation – Phase 1, Project CC26-063\nRecommendation:\nThat the Honorable City Council approve the award and execution of a construction\ncontract to Veterans Communication Services, Inc., of Chino, California, in the\namount of $217,794.50 for the City-Wide Security Camera Installation – Phase 1,\nProject CC26-063.

2. An Amendment to Title 16 of the Victorville Municipal Code with an Environmental\nExemption introducing residential development requirements on Mixed-Use zoned\nparcels identified in the City’s Housing Element as Regional Housing Needs\nAllocation shortfall sites and to correct typographical errors, including mislabeling of\nMixed-Use zone districts\nRecommendation:\nThat the Honorable City Council:\n(1) Open and conduct a Public Hearing to receive public testimony;\n(2) Close the Public Hearing;\n(3) Find the Victorville Municipal Code Amendment categorically exempt per\nCalifornia Environmental Quality Act (“CEQA”) Guidelines Section 15061(b)(3);\n(4) Introduce Ordinance No. 2462 for adoption and first reading by title only to\namend the Victorville Municipal Code; and\n(5) Waive a further reading in full of proposed Ordinance No. 2462.\nCONSENT CALENDAR
