Urgency Ordinance No. 23-01 and Ordinance No. 23-02; Adding Chapter\n3.68 (Trespass on Designated Conservation Areas) and Chapter 3.72\n(Trespass on City Property) to Title 3 (Public Health, Safety and Welfare) of\nthe Walnut Municipal Code\nRecommendation: That the City Council:\n1. Adopt by title only and waive further reading of Ordinance No. 23-01 “An\nUrgency Ordinance of the City Council of the City of Walnut, California,\nAdding Chapter 3.68 (Trespass on Designated Conservation Areas) and\nChapter 3.72 (Trespass on City Property) to Title 3 (Public Health, Safety and\nWelfare) of the Walnut Municipal Code; and\n2. Introduce by title only Ordinance No. 23-02, waive further reading and set for\nadoption on June 28, 2023, “An Ordinance of the City Council of the City of\nWalnut, California, Adding Chapter 3.68 (Trespass on Designated\nConservation Areas) and Chapter 3.72 (Trespass on City Property) to Title 3\n(Public Health, Safety and Welfare) of the Walnut Municipal Code”.\nCOUNCIL CONSENT CALENDAR: The Consent Calendar items listed below are\nconsidered and acted upon under one motion unless an individual item or items are removed by a\nCouncilmember for further consideration or explanation.\nThere will be no dialogue/debate unless a Council Member requests otherwise on the following\nmatters:

3. Resolution No. 23-26 - A Resolution of the City of Walnut Allowing Certain\nClaims and Demands in the Amount of $971,400.41 Demand No. 166482\nthrough No. 166590, Both Inclusive\nRecommendation: That the City Council adopt Resolution No. 23-26.

4. Resolution No. 23-27 – Designating January 28 as “Stand Against Hate\nAction Day”\nRecommendation: That the City Council adopt Resolution No. 23-27, “A\nResolution of the City Council of the City of Walnut, “Designating January 28 as\nStand Against Hate Action Day.”

5. Resolution No. 23-28 – Approving Participation in the Los Angeles Urban\nCounty Program\nRecommendation: That the City Council:\n1. Adopt Resolution No. 23-28, approving the City of Walnut’s participation in\nthe Los Angeles County Program and receiving Community Development\nBlock Grant (CDBG) funds; and\n2. Authorize the City Manager to execute the Cooperation Agreement and any\nrelated documents necessary, for participation in the Los Angeles Urban\nCounty Program on behalf of the City.

6. 2023 Investment Policy\nRecommendation: That the City Council adopt the attached 2023 Investment\nPolicy reaffirming its support of the current City Treasurer operations which\nprovides safety, liquidity, and yield for the City funds.

7. Approval of Traffic Safety Measures on Francesca Drive\nRecommendation: That the City Council approve the following traffic safety\nmeasures on Francesca Drive:\na. Extending the red curb by 75’, increasing the restricted parking area on the\neast-side of the driveway;\nb. Removal of the entryway hedge on the east-side of the driveway to be\ncoordinated with the Senior Housing HOA; and\nc. Installation of two (2) W-70 “Cross Traffic Ahead” warning signs, one (1)\neastbound and one (1) westbound.
