Approve the permit for a public fireworks display for the Mt. SAC Early College Academy\nGraduation Ceremony on June 4, 2024.\n2. Approve the permit for a public fireworks display for the Edgewood High School\nGraduation Ceremony on June 5, 2024.\n3. Approve the permit for a public fireworks display for the West Covina High School\nGraduation Ceremony on June 6, 2024.\n4. Approve the permit for a public fireworks display for the City of West Covina Fourth of\nJuly Celebration on July 4, 2024.\n5. 3) CONSIDERATION OF CONSTRUCTION SERVICES AGREEMENT FOR CORTEZ SENIOR &\nCOMMUNITY CENTER ROOF AND HVAC IMPROVEMENTS - PROJECT NO. 24009\nIt is recommended that the City Council take the following actions, contingent upon the City\nCouncil's approval of the amendments to the Program Year 2019 and Program Year 2023\nCommunity Development Block Grant (CDBG) Action Plans and corresponding budget\namendment:\n1. Reject the bid submitted by MBC Enterprises, Inc. as non-responsive;\n2. Award the Construction Services Agreement for the Cortez Park Senior & Community\nCenter Roof and HVAC Improvements Project (Project No. 24009) to AC Pros, Inc. as the\nlowest responsible bidder;\n3. Authorize the City Manager to negotiate and execute an agreement with AC Pros, Inc.\nfor $1,395,000.00, in such final form as approved by the City Attorney;\n4. Authorize the City Manager to negotiate and execute any amendments up to 10% of the\nawarded agreement amount;\n5. Find that the project is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or\nReconstruction).\nEND OF CONSENT CALENDAR\nHEARINGS

4) CONSIDERATION OF PROPOSED AMENDMENTS TO THE PROGRAM YEAR (PY) 2019\nAND PY 2023 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLANS\nIt is recommended that the City Council take the following actions:\n1. Conduct a Public Hearing regarding the PY 2019 and PY 2023 CDBG Action Plans;\n2. Approve the proposed amendment to the PY 2019 CDBG Action Plan;\n3. Approve the proposed amendments to the PY 2023 CDBG Action Plan; and\n4. Approve the following resolution:\nRESOLUTION NO. 2024-07 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT\nFOR THE FISCAL YEAR COMMENCING JULY 1, 2023 AND ENDING JUNE 30,\n2024 (PY 2019 AND PY 2023 CDBG AAP AMENDMENTS)\nDEPARTMENTAL REGULAR MATTERS\nFINANCE DEPARTMENT

5) PROPOSED FISCAL YEAR 2024-25 OPERATING AND CAPITAL IMPROVEMENT\nPROGRAM BUDGET\nIt is recommended that City Council:\n1. Receive and file the Proposed Fiscal Year 2024-25 Operating and Capital Improvement\nProgram Budget;\n2. Direct that the proposed budget be publicly disseminated, including at community budget\nworkshops on May 8, 2024 and May 13, 2024; and\n3. Schedule the budget for consideration at the June 4, 2024 City Council meeting.

6) CONSIDERATION OF CITY MANAGER EMPLOYMENT AGREEMENT WITH PAULINA\nMORALES\nIt is recommended that the City Council:\n1. Appoint Paulina Morales as the City Manager.\n2. Approve the City Manager Employment Agreement with Paulina Morales.
