4) CONSIDERATION OF CONSTRUCTION AGREEMENT FOR STREET SWEEPING SIGNAGE\nINSTALLATION AND APPROVAL OF PURCHASE ORDER TO PROCURE STREET\nSWEEPING SIGNAGE - PROJECT NO. C25015\nIt is recommended that the City Council take the following actions:\n1. Award the construction agreement for the Street Sweeping Signage Installation

Project (Project No. C25015) to Square Signs LLC DBA Front Signs, as the lowest\nresponsible bidder;\n2. Authorize the City Manager to execute the construction agreement with Square Signs\nLLC DBA Front Signs for $351,095, in such final form as approved by the City Attorney;\n3. Authorize 15% of the awarded contract amount as contingency allowance to be used, if\nnecessary, with the City Manager's approval, for unforeseen conditions;\n4. Authorize the City Manager to negotiate and execute any amendments within the\nauthorized contingency; and\n5. Authorize the City Manager to issue a purchase order to Tapco, Inc. for $734,992.87, for\nthe direct purchasing of signage and signage mounting equipment through Omnia Partners\n(Cooperative Purchasing); and\n6. Find that the project is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or\nReconstruction).\nFINANCE DEPARTMENT\n5) CONSIDERATION OF A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE\nCITY AND THE CITY OF WEST COVINA POLICE OFFICERS’ ASSOCIATION (WCPOA)\nIt is recommended that the City Council adopt the following Resolution:\nRESOLUTION NO. 2024-64 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF WEST COVINA, CALIFORNIA , APPROVING THE MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY AND THE WEST COVINA POLICE\nOFFICERS’ ASSOCIATION (WCPOA) FOR THE PERIOD OF JULY 1, 2024 THROUGH\nJUNE 30, 2027\nPOLICE DEPARTMENT

7) CONSIDERATION OF OFFICE OF TRAFFIC SAFETY (OTS) GRANTS FOR POLICE & FIRE\nDEPARTMENTS\nIt is recommended that the City Council take the following actions:\n1. Accept the Grants Numbers PT25086 and EM25018 from the State Office of Traffic\nSafety (OTS), and authorize the City Manager and the City Manager's authorized\ndesignees to execute all grant related documents, in such form as approved by the City\nAttorney; and\n2.
