Find that the City's bidding requirements and procedures are inefficient and not in the best\ninterest of the City for the procurement of bus shelter cleaning services in accordance\nwith Section 2-335(10) of the West Covina Municipal Code.\n2. Authorize the Acting City Manager to negotiate and execute an agreement with Valley\nLight Center for Social Advancement for bus shelter cleaning services, for an initial term\nof three (3) years, with two (2) optional one (1) year extensions, in an amount\nnot-to-exceed $113,760 annually, in a form approved by the City Attorney; and\n3. Authorize the City Manager to exercise the extension options.

Award Request for Proposals (RFP) No. 2025-04 for Preliminary Engineering Phase\nServices for the Safe Routes to School & Pedestrian Safety Project to Kimley-Horn and\nAssociates, Inc.; and\n2. Authorize the Acting City Manager to negotiate and execute a Professional Services\nAgreement with Kimley-Horn and Associates, Inc., in an amount not to exceed\n$183,611.37, in such final form as approved by the City Attorney.
