12.\nAnimal Shelter Operational Review Draft Report\nRecommendation:\nThat the Town Council\n1. Receives and files the draft Operational Review of the Town’s\nAnimal Shelter operations.\n2. Provides input and direction as desired.\n3. Establishes a standing committee of the Town Council for Animal\nCare and Control and identify and appoint two council members to\nserve on the committee.\n4. Direct staff to return to the Town Council with proposed budget\namendments\nrequired\nto\nimplement\nthe\nimmediate\nrecommendations as directed by the Town Council.\n5. Ratify the contract for leasing five new copy machines to\nAdvances Imaging Solutions, Inc. (AIS) that was signed on May 19,\n2025 in the amount of $5,477.23 per quarter and a monthly base\ncopy rate of $750.94 per month for 60 months beginning July 1,\n2025 through June 30, 2030;\n3. Authorize the Town Manager to sign all related documents and\nmake any non-substantive changes.

9.\nAgreement for Environmental Consulting Services, EA 18-23, CUP 04-23: Sun\nMesa Mini Storage, California Environmental Quality Act Review - Ultrasystems\nEnvironmental\nRecommendation:\nThat the Town Council approves and authorizes the Town Manager\nto enter into a Professional Services Agreement with Ultrasystems\nEnvironmental, to prepare the California Environmental Quality Act\n(CEQA) analysis and documentation for Environmental Assessment\n(EA) 18-23 and Conditional Use Permit (CUP) 04-23 Sun Mesa Mini\nStorage, with a maximum contract value of $82,120 for the\npreparation of an Initial Study/Mitigated Negative Declaration\n(IS/MND), and authorizes the Mayor, Town Manager and Town\nAttorney to sign all documents necessary to implement the\nAgreement.
