10.\nApproval of Affordable Housing for Artists as the Applicant of Record for Hi\nDesert Artists.\nRecommendation:\nThat the Town Council approves Affordable Housing for Artists as the\napplicant of record for the previously approved Measure Y Partnership\nFunding Award to Hi Desert Artists.\nDEPARTMENT REPORTS:

11.\n2025 General Plan Open Space and Conservation Elements Update: Professional\nServices\nRecommendation:\nThat the Town Council authorizes the Town Manager to enter into a\nProfessional Services Agreement with Placeworks, based upon the\nattached scope of services, in the amount of $162,701.00, and directing\nstaff to return at the appropriate time with a budget amendment in the\nFY 25-26 budget.

12.\nAnimal Shelter Operational Review Draft Report\nRecommendation:\nThat the Town Council\n1. Receives and files the draft Operational Review of the Town’s\nAnimal Shelter operations.\n2. Provides input and direction as desired.\n3. Establishes a standing committee of the Town Council for Animal\nCare and Control and identify and appoint two council members to\nserve on the committee.\n4. Direct staff to return to the Town Council with proposed budget\namendments\nrequired\nto\nimplement\nthe\nimmediate\nrecommendations as directed by the Town Council.\n5. Direct staff to propose and negotiate required changes to the\nexisting Shelter Services agreement with the County to implement\nimmediate recommendations as directed by the Town Council.

13.\nAdministrative Volunteer Policy Review\nRecommendation:\nThat the Town Council approves this review and summary of the\nrevision of the Town’s Administrative Policies and Procedures, subject\nto final Town legal review and non-substantive edits.

14.\nPark & Facility Naming – Old Town Beautification and Sustainability Project\nRecommendation:\nReview the recommendation of the Parks, Recreation and Cultural\nCommission and determine a name for the new Town facility,\ntemporary referred to as known as the Old Town Beautification and\nSustainability Project.\nFUTURE AGENDA ITEMS:

2.\nTown Council - Regular Meeting Minutes- May 6, 2025 5:00 PM\nRecommendation:\nApprove the meeting minutes of May 6, 2025 as presented.

3.\nNew Copier Lease Agreement\nRecommendation:\nThat the Town Council:\n1. Waive the Competitive Bidding Requirement in accordance with\nthe Town’s Purchasing Ordinance #277 Section 3.12.100 G.;\n2. Ratify the contract for leasing five new copy machines to\nAdvances Imaging Solutions, Inc. (AIS) that was signed on May 19,\n2025 in the amount of $5,477.23 per quarter and a monthly base\ncopy rate of $750.94 per month for 60 months beginning July 1,\n2025 through June 30, 2030;\n3. Authorize the Town Manager to sign all related documents and\nmake any non-substantive changes.

4.\nWall Mural Permit, (M) 01-25, 56193 Twentynine Palms Highway; APN 0587-29211 & 0587-292-10\nRecommendation:\nThat the Town Council approves and authorizes the Town Manager to\nsign the Mural License and Installation and Maintenance Agreement –\nWall Mural Permit (M) 01-25.

5.\nApprove Contract Amendment #1 for Vector Control Services between the Town\nand San Bernardino County\nRecommendation:\nThat the Town Council approves Amendment #1 to the contract for\nVector Control Services with the County of San Bernardino Department\nof Public Health, correcting and clarifying the dates of contract services.

6.\nApprove Amendment #7 to the Morongo Basin Transit Authority Joint Powers\nAgreement\nRecommendation:\nThat the Town Council approves Amendment #7 to the Morongo Basin\nTransit Authority Joint Powers Agreement establishing compensation\npolicies within the duties and responsibilities of the JPA governing\nboard.

7.\n2025 Morongo Basin Cultural Arts Council Sponsorship Agreement\nRecommendation:\nThat the Town Council approve the proposed Agreement for Services\nbetween the Morongo Basin Cultural Arts Council and the Town in an\namount not to exceed $15,000 as a major sponsor of the 2025 Morongo\nBasin Arts Tour and Art Tours Collective Show.

8.\nProfessional Services Agreement between the Town of Yucca Valley and\nPlaceWorks, California Environmental Quality Act Review, Yucca Trail Widening\nRecommendation:\nThat the Town Council approves the professional services contract\nand authorizes the Town Manager to execute the agreement\nbetween the Town of Yucca Valley and PlaceWorks, for $99,688.00,\nfor the Yucca Trail Widening, in the amount not to exceed\n$99,688.00.

9.\nAgreement for Environmental Consulting Services, EA 18-23, CUP 04-23: Sun\nMesa Mini Storage, California Environmental Quality Act Review - Ultrasystems\nEnvironmental\nRecommendation:\nThat the Town Council approves and authorizes the Town Manager\nto enter into a Professional Services Agreement with Ultrasystems\nEnvironmental, to prepare the California Environmental Quality Act\n(CEQA) analysis and documentation for Environmental Assessment\n(EA) 18-23 and Conditional Use Permit (CUP) 04-23 Sun Mesa Mini\nStorage, with a maximum contract value of $82,120 for the\npreparation of an Initial Study/Mitigated Negative Declaration\n(IS/MND), and authorizes the Mayor, Town Manager and Town\nAttorney to sign all documents necessary to implement the\nAgreement.
