15.\nHi-Desert Nature Museum Outdoor Expansion Project - Conceptual Design\nRecommendation:\nThat the Town Council approve a professional services agreement with\nRHA Architects in an amount of $13,020.00 for conceptual design of\nimprovements at the Hi-Desert Nature Museum and authorize the\nMayor, Town Manager and Town Attorney to sign all related\ndocuments and make any non-substantive changes.

16.\nAuthorization to Release a Request for Proposals for a Town Farmers' Market\nEvent\nRecommendation:\nThat the Town Council authorizes staff to release a Request for\nProposals (RFP) for the operation and management of a Farmers\nMarket at Founders Plaza in Old Town, subject to minor editing as\napproved by the Town Manager.

17.\nTown Project No.5005: Yucca Valley Senior Center Modernization Phase 2\nProject - Change Order #12 and #13, Consultant Services Amendment #2\nRecommendation:\nThat the Town Council;\n1- Amends the budget to allocate $360,000.00 from Measure Y\nFund 801 for the Town Project No.5005.\n2- Approves Change Order #12 to the contract with SPEC\nConstruction Company, Inc. for Dining Room renovation to\ninclude flooring, painting, lighting, and window covering,,\nincreasing the contract by $249,247.19, bringing the original\ncontract amount of $2,173,000.00 to $2,422,247.19.\n3- Approves Change Order #13 to the contract with SPEC\nConstruction Company, Inc. for the complete removal and\nreplacement of asphalt for the upper parking lot,, increasing the\ncontract by $63,562.27, bringing the contract amount of\n$2,422,247.19 to $2,485,809.46.\n4- Approves a contingency of $30,000.00 to cover any ancillary and\nincidental expenses, authorize the Town Manager or his\ndesignee to approve any subsequent amendments for a total\ncontact amount not to exceed.\n5- Approves Amendment # 2 for an increase in the amount of\n$15,134.51 to Holt Architects to assist with design and\nsubmittal's approval for the Change Order #12, increasing the\ncontract amount from $268,223.00 to $283,357.51.

4.\nRejection of Claims\nRecommendation:\nThat the Town Council rejects three Claims filed against the Town of\nYucca Valley submitted on May 27, 2025, by Lahmani Law, on behalf of\nParker Pew, Diana Pew and Cannon Pew.

5.\nTown Council Meeting Calendar Update\nRecommendation:\nReceive and file the updated Town Council Meeting Calendar through\nJanuary 2026.

6.\n2025 Legislative Priorities\nRecommendation:\nThat the Town Council adopt the Town of Yucca Valley 2025 Legislative\nPriorities subject to any desired modifications.

7.\nCommunity Development/Public Works Yard Administrative Building, Flooring\nReplacement Project\nRecommendation:\nThat the Town Council:\n1- Waives formal bidding procedures pursuant to Town purchasing\npolicies, and awards bid in the amount of $51,164.00 to DFS\nFlooring for the removal and replacement of all flooring at the\nCommunity Development/Public Works Yard Administrative\nBuilding located at 58928 Business Center Drive; and\n2- Approves a contingency in the amount of $5,836.00 to cover any\nancillary and incidental expenses, authorizes the Mayor, Town\nManager and Town Attorney to sign any/all agreements\nnecessary to complete the project.\n3- Directs staff to return with a budget amendment for\nappropriating funds from Fund 800, Capital Projects Reserve\nFund, to fund the project.

8.\nResolution No. 25-XX: Town of Yucca Valley, FY 2025-2026, SB 1, Road\nMaintenance and Rehabilitation Account (RMRA): Approval of the project list;\nAuthorization to Submit the Town’s Project List to the California Transportation\nCommission.\nRecommendation:\nThat the Town Council adopts Resolution 25-XX, approving the\nallocation of the Town’s Fiscal Year 2025-2026 SB 1, Road Maintenance\nand Rehabilitation Account (RMRA) funds, estimated at the amount of\n$569,157.00; approving the associated project list for expenditure of\nRMRA funds as the Town’s project for fiscal year 2025-2026; and direct\nstaff to publish and transmit the approved project list to the California\nTransportation Commission and any other required state agencies in\naccordance with the legislative requirements.\nA RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YUCCA\nVALLEY, CALIFORNIA, APPROVING THE TOWN OF YUCCA VALLEY\nRMRA/SB1 PROJECT SUBMITTAL FOR FY 2025-26 AND APPROVING THE\nFY 2025-26 RMRA PROJECT LIST FOR SUBMITTAL TO THE CALIFORNIA\nTRANSPORTATION COMMISSION AND AUTHORIZING STAFF TO SUBMIT\nTHE INFORMATION TO THE CALIFORNIA TRANSPORTATION\nCOMMISSION.

9.\nAward of Bid, Curb, Gutter and Headwall, Yucca Trail, between Airway and Palo\nAlto.\nRecommendation:\nThat the Town Council awards a bid in the amount of $22,345.00 to MD\nConcrete for the construction of the installation of Curb and Gutter\nalong with headwall on Yucca Trail between Airway Avenue and Palo\nAlto Avenue, and authorizes the Town Manager, Town Attorney, and\nMayor to sign any/all documents necessary to complete the project.
