City Council: Approval of Amendment 1 to the Professional Service Agreement with Gatekeepers
Security Services Inc., in the amount of $125,100, for a revised contract amount of $175,000, and
extending the term for a period of one year to January 31, 2024, for security services at the
Oceanside Transit Center Parking Structure located at 290 Seagaze Drive and the Alley at S.
Cleveland Street and S. Tremont Street; and authorization for the City Manager to execute the
amendment upon receipt of all supporting documents
City Council: Approval of an amendment to the existing Operating Agreement with Agri Service
Recycling, Inc. (“Agri Service”), which expires December 31, 2023, to remove the early termination
provision from the agreement; approval of an amendment to extend the term of the new Property
Lease Agreement with Agri Service which commences January 1, 2024, for an additional five years
for a total term of 15 years, with annual estimated revenue to the City of $188,742, remove the
early termination provision from the agreement, and increase the percentage of rent, for use of
the property known as the El Corazon Organic Materials Processing Facility located at El Corazon;
and authorization for the City Manager to execute the amendments upon receipt of all supporting
documents
City Council: Approval of a Professional Services Agreement with ALTA Planning + Design, Inc., in
the amount of $322,393, for the preparation of a feasibility study to increase the width of the
southern portion of Oceanside Coastal Rail Trail from Morse Street to Vista Way and to connect to
the Carlsbad portion of the Coastal Rail Trail; and authorization for the City Manager to execute
the agreement
City Council: Approval of a Professional Services Agreement with Berry, Dunn, McNeil & Parker,
LLC, in the amount of $79,450, for a Library Study including Facilities, Service Delivery, and a
Community Needs Assessment; and development of a new Library Strategic Plan. The Study will
provide community-wide analysis, guidance and recommendations regarding existing and future
Library service points and priorities, facilities and technologies for the next ten years; and
authorization for the City Manager to execute the agreement
City Council: Approval of a three-year agreement, including a three-year extension subject to the
mutual agreement of the parties, with ASA ENTERTAINMENT (ASA) to stage a Female Professional
Surfing Contest, lifestyle and music festival event on or about the third weekend in September
from 2023 through September 2025; with payment to the City, in an amount not to exceed
$25,000, for City services; and authorization for the City Manager to execute the agreement
The City Council/HDB/CDC/OPFA
has adopted a policy that it is sufficient to read the title of ordinances at the time of introduction
and adoption, and that full reading of ordinances may be waived After the City Attorney has read
the titles, the City Council/HDB/CDC/OPFA may introduce the ordinances in a single vote.
