10.a ADOPTING THE MUNICIPAL BUDGET FOR FISCAL YEARS 2023-24 AND 2024-25, ESTABLISHING THE APPROPRIATIONS LIMIT PURSUANT TO ARTICLE XIIIB, AND ADOPTING THE TWO-YEAR (FY24-25) IMPLEMENTATION SCHEDULE OF THE CAPITAL IMPROVEMENT PROGRAM. (0330-30) Recommendation: Staff recommends that the City Council consider the contents of the proposed fiscal year 2023-24 and 2024-25 municipal budget and the two-year budget and implementation schedule of the Capital Improvements Program and adopt Resolution 2023-41 establishing the fiscal year 2023-24 and fiscal year 2024-25 Imperial Beach Municipal Budget.
