3.9 Final Seven-Year Capital Improvement Program (7-Year CIP); Master Plan of Arterial Highways (MPAH) Consistency; and Local Signal Synchronization Plan (LSSP) Update for Measure M2 Eligibility Submittal for Fiscal Year 2023-2024 through 2029-2030. RECOMMENDATION: Staff recommends that the Mayor and City Council: JUNE 28, 2023 A. Approve the Final Measure M2 (M2) Seven-Year Capital Improvement Program (7-Year CIP) for Fiscal Year 2023-2024 through 2029-2030, and authorize its submittal to the Orange County Transportation Authority (OCTA) along with other required documents for the M2 Eligibility compliance; and B. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, CONCERNING THE UPDATE OF THE LOCAL SIGNAL SYNCHRONIZATION PLAN (LSSP) FOR THE MEASURE M (M2) PROGRAM”; and C. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, CONCERNING THE STATUS AND UPDATE OF THE CIRCULATION ELEMENT/MPAH CONSISTENCY, AND MITIGATION FEE PROGRAM FOR THE MEASURE M (M2) PROGRAM.” END OF CONSENT CALENDAR
