11.b CONSIDERATION OF RESOLUTION NO. 2023-75 AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH THE CENTRE FOR ORGANIZATION EFFECTIVENESS AND APPROPRIATION OF FUNDS. (0500-90) Recommendation: Staff recommends that the City Council approves Resolution No. 2023-75 authorizing the City Manager or designee to enter into a Professional Services Agreement with The Centre for Organization Effectiveness for a not to exceed $93,135, waiving the full bid requirements and authorizes the Finance Director to process a budget amendment appropriating $43,135 from fund balance to the City Manager’s operating account for these services.
