16. COMMUNITY BENEFIT DISTRICT FORMATION PROCESS FOR THE LANTERN DISTRICT RECOMMENDED ACTION: That the City Council: 1) Approve a contract with New City America for the formation a Community Benefit District (CBD) in the Lantern District; and 2) Authorize the City Manager to execute the agreement.
