4.5. PROPERTY ACQUISITION – 89 PLAYA CIRCLE Recommended Action: 1. Authorize the City Manager to execute a purchase and sale agreement in a form acceptable to the City Attorney for 89 Playa Circle, #R, Aliso Viejo, CA 92656 in an amount not to exceed $180,000 and direct the City Manager to take all necessary steps to secure title to the property; 2. Find that the purchase of the property is exempt from the California Environmental Quality Act pursuant to State CEQA Guidelines Sections 15301 (Existing Facilities); 3. Authorize the appropriation of Community Development Block Grant funds in the amount of $245,000 to the Fiscal Year 2023-24 budget for the purchase, loan payoff, due diligence, associated closing costs, and necessary repairs for the property; and 4. Find that the purchase of the property is in conformance with the City’s General Plan. Staff Report
