5.1. CONSIDERATION OF A SUBSTANTIAL AMENDMENT TO THE 2023-2027 CONSOLIDATION PLAN AND 2023-2024 ANNUAL ACTION PLAN FOR EXPENDITURES OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS Recommended Action: 1. Conduct a public hearing; 2. Declare that the City Council find the amendment to the Fiscal Year (“FY”) 2023-2027 Consolidated Plan and the FY 2023-2024 Annual Action Plan is not subject to the California Environmental Quality Act (“CEQA”) because the activity is not a project as defined in Section 15378 (b)(5) of the State CEQA Guidelines; 3. Approve and adopt, via minute order, the amendment to the FY 2023-2027 Consolidated Plan and the FY 2023-2024 Annual Action Plan for the use of Community Development Grant Block (CDBG) funds; and 4. Authorize the City Manager to submit the amendment to the Consolidated Plan and Annual Action Plan to the United States Department of Housing and Urban Development (“HUD”) and authorize the City Manager to execute and submit all related documents to implement the amended plans.
