3-K. CONSIDERATION AND APPROVAL OF AN INTERAGENCY MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF MONTEREY PARK AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AS THE ADMINISTRATOR OF THE REGIONAL INTEGRATION OF INTELLIGENT TRANSPORTATION SYSTEMS It is recommended that the City Council consider: (1) Authorizing the Interim City Manager to execute a Memorandum of Understanding (MOU) with the Los Angeles County Metropolitan Transportation Authority (LACMTA), in a form approved by the City Attorney, for the Regional Integration of Intelligent Transportation System (RIITS); and (2) Taking such additional, related, action that may be desirable. CEQA (California Environmental Quality Act): The proposed action is exempt from the requirements of the California Environmental Quality Act (Pub. Res. Code §§ 21000, et seq.: “CEQA”) and CEQA Guidelines (Cal. Code Regs. Title 14, §§ 15000, et, seq.) in accordance with CEQA Guidelines § 15305 (Class 5 – Minor Alterations in Land Use Limitations). The project involves a negligible expansion of use; there is only a minor change in the operation of an existing use. The project would not result in significant effects related to traffic, noise, air quality, or water quality and it can be adequately served by all required utilities and public services.
