M. CONSIDERATION OF A RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING WITH SAN DIEGO ASSOCIATION OF GOVERNMENTS FOR REGIONAL BEACH SAND PROJECT III, PHASE 1 AND FINDING THE PROJECT STATUTORILY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Staff Recommendation Adopt Resolution No. 23-138, which will: 1. Find the project statutorily exempt from the California Environmental Quality Act (CEQA) under Section 15262 of the State CEQA Guidelines (Feasibility and Planning Studies, 14 CCR section 15262). 2. Authorize the City Manager to enter into a Memorandum of Understanding, Contract No. C23-73, with the San Diego Association of Governments (SANDAG) for the Regional Beach Sand Project (RBSP) III, Phase I activities. 3. Authorize payment of the requested amount to San Diego Association of Governments (SANDAG) in the amount of $109,511.85.
