3.5 Granting of a Utility Easement to Southern California Edison (SCE) for the Relocation of SCE Facilities related to the I-405 Improvement Project. RECOMMENDATION: Approve the granting of a utility easement within Heil Avenue between Magnolia Street and the I-405 freeway to Southern California Edison for the relocation of its electrical and communication facilities.
