15. AWARD OF CONTRACT FOR THE CONSTRUCTION OF CIVIC CENTER ALTERNATE POWER SOURCE PROJECT (CIP No. 10069) Bids for the Civic Center Alternate Power Source Project (CIP No. 10069) have been received and a construction contract is ready to be awarded to the lowest responsive/responsible bidder, R2B Engineering ("R2B"). Recommendation: It is recommended that the City Council: 1. Deny the bid protest submitted by M.S. Construction Management Group ("MSCMG") as to R2B; 2. Deny the bid protest submitted by Woodcliff Corporation ("Woodcliff") as to R2B; 3. Award the construction contract to R2B, the lowest responsive/responsible bidder, in the amount of $3,892,440, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City.
