7) CONSIDERATION OF MICROTRANSIT PILOT PROJECT It is recommended that the City Council take the following actions: 1. Authorize the City Manager to execute the Measure M Grant Agreement with the Los Angeles County Metropolitan Transportation Authority (Metro) for Visionary Project Seed Funding; 2. Authorize the City Manager to negotiate and execute a Transit as-a-Service (TaaS) Service Order with Nomad Transit, LLC, a wholly owned subsidiary of Via Transportation, Inc., and to approve a project budget not to exceed $1,098,484, to carry out a turnkey microtransit pilot program for a 12-month period, in such final form as approved by the City Attorney; 3. Authorize the City Manager to negotiate any amendments to the agreements in such form as approved by the City Attorney; 4. Provide direction regarding the proposed plan for the delivery of transit services; and 5. Approve the following resolution: RESOLUTION NO. 2024-33 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2024 AND ENDING JUNE 30, 2025 (METRO VSF MICROTRANSIT PILOT)
