19. APPROVE LETTER OF ENGAGEMENT TO MASTER RETAINER AGREEMENT NO. 4000 WITH KOA FOR ENGINEERING SERVICES PROPOSAL FOR OLYMPIC BLVD COMPLETE STREET FEASIBILITY STUDY (CP 905) RECOMMENDATION: It is recommended that the City Council: 1. Approve a Letter of Engagement to Master Retainer Agreement No. 4000 between the City of Montebello and KOA for Engineering Services for Olympic Boulevard Complete Street Feasibility Study (CP 905) for a not-to-exceed amount of $609,365; and 2. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $309,365 in Account No. 201- 30-330-6040.80 (RMRA, Public Works, Engineering, Contract Services Engineering Services) and 3. Authorize the City Manager to execute the Letter of Engagement on behalf of the City; and 4. Take such additional, related action that may be desirable.
