22. APPROVE LETTER OF ENGAGEMENT TO MASTER RETAINER AGREEMENT NO. 3999 WITH MARK THOMAS AND COMPANY FOR DESIGN OF THE DOWNTOWN SEWER INFRASTRUCTURE IMPROVEMENT PROJECT NO. C-06-8701-110 RECOMMENDATION: It is recommended that the City Council 1. Approve a Letter of Engagement to Master Retainer Agreement No. 3999 between the City of Montebello and Mark Thomas and Company (Consultant) for the design of the Downtown Sewer Infrastructure Improvement Project No. C-06-8701-110 for a not-to-exceed amount of $518,907 payable from Measure M and Measure R fund reserves; and 2. Amend the Fiscal Year 2024-25 Capital Improvement Program (CIP) budget by increasing appropriations by $118,907 in Account No. 222-30-330-6040.96 (Measure M, Public Works, Engineering, Contract Services Engineering Design Service) and $400,000 in Account No. 220-30-330-6040.96 (Measure R, Public Works, Engineering, Contract Services Engineering Design Service) and 3. Authorize the City Manager to execute the Letter of Engagement.
