24. APPROVE THE SECOND AMENDMENT TO COMMERCIAL CANNABIS BUSINESS DEVELOPMENT AGREEMENT NO. 16-19 RECOMMENDATION: It is recommended that the City Council: 1. Approve the Second Amendment to Cannabis Business Development Agreement No. 16-19 (“Second Amendment”) to increase the square footage of the current cannabis cultivation operations in the City of Montebello, and authorize the City Attorney’s Office to make final and technical edits or revisions, if any, prior to execution; and 2. Approve Strategic Solutions, LLC’s request to remove manufacturing from its current business license; and 3. Adopt findings contained herein exempting the Second Amendment from further CEQA review under CEQA Section 15301, and direct staff to prepare and file the applicable Notices of Exemption for the project recommended for approval; and 4. Take such additional, related action that may be desirable, and/or provide the City Attorney’s office and/or staff with additional or alternative directive(s).
