A. CONSIDERATION OF FIVE HISTORIC PROPERTY PRESERVATION AGREEMENTS FOR FIVE QUALIFIED HISTORIC PROPERTIES AND DETERMINING THE AGREEMENTS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Public Hearing to consider five Mills Act agreements between the City and the owner(s) of historic properties, including: Historic Property Preservation Agreement (HPPA) 24-195 for 143 Avenida Granada, HPPA 24-197 for 161 West Marquita, HPPA 24-273 for 304 Avenida Sierra, HPPA 24-390 for 210 West Mariposa, and HPPA 24-468 for 402/404 Pasadena Court and finding each Agreement be found Categorically Exempt from CEQA pursuant to State CEQA Guidelines §15331 (Class 31: Historic Resources Restoration/Rehabilitation), because the project(s) are a preservation effort that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings. 1. Determine each Historic Property Preservation Agreement is not a project, as defined by Section 15378 of the California Environmental Quality Act and are exempt from environmental review. 2. Adopt Resolution No. 24-192 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING HISTORIC PROPERTY PRESERVATION AGREEMENT 24-195 FOR THE PROPERTY LOCATED AT 143 AVENIDA GRANADA AND FINDING THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. 3. Approve, and authorize the Mayor to execute, Contract No. C24-80, Historic Property Preservation Agreement, for the property located at 143 Avenida Granada. 4. Adopt Resolution No. 24-193 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING HISTORIC PROPERTY PRESERVATION AGREEMENT 24-197 FOR THE PROPERTY LOCATED AT 161 WEST MARQUITA AND FINDING THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. 5. Approve, and authorize the Mayor to execute, Contract No. C24-81, Historic Property Preservation Agreement, for the property located at 161 West Marquita. 6. Adopt Resolution No. 24-194 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING HISTORIC PROPERTY PRESERVATION AGREEMENT 24-273 FOR THE PROPERTY LOCATED AT 304 AVENIDA SIERRA AND FINDING THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. 7. Approve, and authorize the Mayor to execute, Contract No. C24-82, Historic Property Preservation Agreement, for the property located at 304 Avenida Sierra. 8. Adopt Resolution No. 24-195 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING HISTORIC PROPERTY PRESERVATION AGREEMENT 24-390 FOR THE PROPERTY LOCATED AT 210 WEST MARIPOSA AND FINDING THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. 9. Approve, and authorize the Mayor to execute, Contract No. C24-83, Historic Property Preservation Agreement, for the property located at 210 West Mariposa. 10. Adopt Resolution No. 24-196 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING HISTORIC PROPERTY PRESERVATION AGREEMENT 24-468 FOR THE PROPERTY LOCATED AT 402 PASADENA COURT AND FINDING THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. 11. Approve, and authorize the Mayor to execute, Contract No. C24-84, Historic Property Preservation Agreement, for the property located at 402 Pasadena Court.
