17. City Council: Staff recommends that the City Council authorize the 24-457 payment of $2,333,333 to the U.S. Army Corps of Engineers (USACE) as the City’s first installment of the matching funds for the next phase of the San Luis Rey River (SLRR) Flood Protection Project; appropriate funds from the General Fund assigned SLRR account; and authorize the Financial Services Director, or designee, to execute payment upon receipt of all supporting documents.
