11. City Council: Staff recommends that the City Council approve 24-449 Amendment 2 to the Professional Services Agreement (PSA) with MainStreet Oceanside (MSO), in the amount of $1,366,108, to continue management of enhanced safety and security in Downtown Oceanside for a period of one year; and authorize the City Manager to execute the amendment.
