5.4 Award of Contract for the Playground Renovation Project for Elden F. Gillespie Park - Plan No: P-2639. RECOMMENDATION: A. Approve a budget adjustment from the Park Dedication Fund balance (Fund 200) to a newly created CIP Project, Account Number, 76502-762504 in the amount of $73,044.80; and B. Approve the award of contract to the lowest and responsible bidder in the amount of $352,143.45 to Western State Builders, Inc. and that all other bids be rejected; and C. Authorize a 10% contingency in the amount of $35,214.35 for potential change orders; and D. Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney.
