10. City Council: Staff recommends that the City Council approve a Property 25-945 Use Agreement with Vista Community Clinic for the use of a portion of office space at the John Landes Community Center building located at 2855 Cedar Road, for a four-year term, for the purpose of operating Project REACH to provide after school programming, youth development activities, and other youth related services; and authorize the City Manager to execute the agreement upon receipt of all supporting documents.
