8. City Council: Staff recommends that the City Council approve 25-934 Amendment 3, in the amount of $561,795, to the Professional Services Agreement (PSA) with Moffat & Nichol, Inc. for a revised contract amount of $4,400,912 for additional design services for the Pier View Way Bridge and Lifeguard Headquarters Project; and authorize the City Manager to execute the agreement upon receipt of all supporting documents.
