September 16, 2025 COOPERATIVE AGREEMENT BETWEEN THE COUNTY OF ORANGE 25-428 AND THE CITY OF COSTA MESA FOR BRIDGE MAINTENANCE REPAIRS ON THE ADAMS AVENUE BRIDGE OVER THE SANTA ANA RIVER AND GREENVILLE BANNING CHANNEL RECOMMENDATION: Staff recommends the City Council: 1. Approve the proposed Cooperative Agreement between the County of Orange and the City of Costa Mesa for funding and maintenance of the Adams Avenue Bridge over the Santa Ana River and Greenville Banning Channel. 2.
