7. City Council: Staff recommends that the City Council award a Public 25-986 Works Agreement (PWA) to RAC Construction & Engineering, Inc., in the amount of $766,351, for the proposed McNeil Street Improvements project; authorize the City Engineer to execute Contract Change Orders up to the amount of $200,000 as may be necessary; and authorize the City Manager to execute the agreement upon receipt of all supporting documents.
