City Council:\nStaff recommends that the City Council accept $100,000 in 25-1017\ngrant funds from Preserve Calavera through its Oceanside\nGreenhouse Gas Emissions Reduction Fund (OGHGERF)\nand allocate the funds to operate the g’Oside Electric\nVehicle shuttle program between the time existing\noperating funds are depleted and December 31, 2025; and\nauthorize the City Manager, or designee, to execute all\nrelated grant documents.

City Council:\nStaff recommends that the City Council adopt a resolution 25-893\naccepting $39,298 in grant funds from the State of\nCalifornia’s Department of Alcoholic Beverage Control,\napprove and appropriate the grant budget, and authorize\nthe City Manager, or designee, to execute all related grant\ndocuments.

City Council:\nStaff recommends that the City Council determine there 25-1015\nremains a need to continue emergency work on the 18-inch\nMesa Loma Water Main.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. The City Council/HDB/CDC/OPFA has adopted a policy that it is\nsufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of\nordinances may be waived. After the City Attorney has read the titles, the City Council/HDB/CDC/OPFA may\nintroduce the ordinances in a single vote.

8.\nCity Council/\nHDB:\nStaff recommends that the City Council and Harbor District 25-996\nBoard of Directors approve a five-year Property Use\nAgreement with James Gardner, dba Oceanside Bait Co,\nInc., for the use of Harbor District-owned property within the\nOceanside Harbor, for a five-year minimum total revenue of\n$51,844; and authorize the Administrative Officer to\nexecute the agreement.

9.\nCity Council:\nStaff recommends that the City Council award a contract to 25-983\nHPS Mechanical, Inc., in the amount of $1,010,800, for the\nconstruction of the La Salina Wastewater Treatment Plant\nSolids Dewatering and Headworks Buildings Structural\nRepairs; authorize the City Engineer to approve Change\nOrders up to 15 percent of the contract value for any\nunforeseen conditions for a total not to exceed amount of\n$1,162,420; approve a budget change in the amount of\n$600,000; and authorize the City Manager, or designee, to\nexecute the agreement upon receipt of all supporting\ndocuments.
