8M. Agreement for Encinitas Gateway Sign LED Conversion Project (CF26F) and
Ongoing Maintenance. Environmental Considerations: The action being
considered by the City Council is exempt from the California Environmental
Quality Act (CEQA) because it is not a "project" under Section 15378(b)(5) of
CEQA Guidelines. The action involves an organizational or administrative
activity of government that will not result in the direct or indirect physical
change in the environment. Contact Person: Management Analyst Horn
Recommended Action: 1) Authorize the City Manager to execute the Historic
Encinitas Gateway Sign LED Conversion Agreement in substantial form in
consultation with City Attorney, with YESCO LLC for an initial four (4) year
term and agreement amount not-to-exceed $199,804 with a 20% contingency
of $34,201, and authorize the City Manager or her designee to extend the
agreement for up to two (2) one-year renewal options for a total agreement
term not exceeding six (6) years, with $19,780 for maintenance included over
the last two year period, and a total agreement amount not-to-exceed
$253,785 with applicable CPI increases included; and 2) Adopt Resolution
2025-101 titled, "A Resolution of the City Council of the City of Encinitas,
California, Amending the Fiscal Year 2025-26 Budget" to appropriate $205,205
to the Historic Encinitas Sign Project (CF26F).
