25. RECEIVE A REPORT ON THE SELF-INSURANCE FUND AND CONSIDERATION TO INCREASE THE CITY'S GENERAL LIABILITY SELF-INSURED RETENTION FROM $100,000 TO $250,000 PER OCCURRENCE Recommendation It is recommended that the City Council: a. Receive and file this report on the status of the City's Self-Insurance Fund (Fund 103); b. Authorize the City Manager to execute the necessary PRISM program documentation to increase the City's General Liability Self-Insured Retention (SIR) from $100,000 to $250,000 per occurrence, effective July 1, 2026; and c. Direct staff to place the resulting savings in premium into Fund 103 general liability claims expenditure line item to cover increased claim liability.
