CONSIDERATION OF A RESOLUTION RATIFYING AND APPROVING AN ORANGE COUNTY TRANSPORTATION AUTHORITY (OCTA) MEASURE M2 ENVIRONMENTAL CLEANUP PROGRAM TIER 1 GRANT SUBMITTAL, APPROVING A 20% MATCH FOR THE NORTHERN SAN CLEMENTE ROADWAYS RUNOFF TREATMENT PROJECT, APPROVING AN AMENDMENT TO THE CAPITAL IMPROVEMENT PLAN AND FINDING THE PROJECT EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Potential Action If the City Council concurs with the Administrative Report, adopt Resolution No. 26-91, which will: 1. Find the proposed Northern San Clemente Roadways Runoff Treatment Project categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR Section 15301) of the State CEQA Guidelines, as it consists of the repair of existing public facilities involving no expansion of an existing use. 2. Approve and ratify the submittal of the Orange County Transportation Authority (OCTA) Environmental Cleanup Program Tier 1 Grant Application (Attachment 4). 3. Approve and authorize a 20% local funding contribution (match), if the grant is awarded. 4. Authorize a formal amendment to the Measure M2 seven-year Capital Improvement Program to add the Northern San Clemente Roadways Runoff Treatment Project upon approval from the Orange County Transportation Authority Board of Directors.
