5. AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH COMMUNITY CATALYST FOR PLANNING STAFF SUPPORT RECOMMENDED ACTION: That the City Council authorize the City Manager, or designee, to execute a Second Amendment to the contract with Community Catalyst to extend the agreement termination date to September 30, 2026, and to increase the contract with a revised not-to-exceed total.
