22. Public Hearing and Adoption of the Budget for Fiscal Year 2026-27 for the City, Finance Authority, Municipal Financing Authority, Housing Authority and Successor Agency 1. It is recommended that the City Council open a public hearing, and following the public hearing, adopt the fiscal year 2026-27 Budget for: • City of Baldwin Park by Resolution No. 2026-015, and • Finance Authority by Resolution No. FA 2026-001, and • Municipal Financing Authority by Resolution No. MFA 2026-001, and • Housing Authority by Resolution No. HA 2026-002, and • Successor Agency by Resolution No. SA 2026-002, or 2. In the event the budget is not adopted by July 1, 2026, staff recommend that the City Council approve Continuing Appropriation for: • City of Baldwin Park by Resolution No. 2026-016, and • Finance Authority by Resolution No. FA 2026-002, and • Municipal Financing Authority by Resolution No. MFA 2026-002, and • Housing Authority by Resolution No. HA 2026-003, and • Successor Agency by Resolution No. SA 2026-003. 3. Authorize the Director of Finance to make a one-time transfer of $2.0 million from the General Fund Reserve to the Internal Insurance Fund. REPORTS OF OFFICERS
