10.\nAdoption of Resolution No. 2026-012 “A Resolution of the City Council of the City of Baldwin\nPark, California,Approving the Engineer’s Report for the Citywide Park Maintenance\nAssessment District for FY 2026-27, Declaring the Intent to Levy and Collect Assessments, and\nSetting a Time and Place for a Public Hearing”\nIt is recommended that the City Council:\n1. Adopt Resolution No. 2026-012 entitled, “A Resolution of the City Council of the City of\nBaldwin Park, California, Approving the Engineer’s Report for the Citywide Park Maintenance\nAssessment District (Fund 252) for FY 2026-27, Declaring the Intent to Levy and Collect\nAssessments and Setting a Time and Place for a Public Hearing.”\n2. Authorize the Director of Public Works to process payment for Community Economic\nSolutions, Inc. in an amount not-to-exceed $4,500 for preparation of the Engineer’s Report\n3. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

11.\nAuthorization to renew agreement with Axon Enterprise, Inc\nIt is recommended that the City Council\n1. Authorize funding request as shown on the Table under the FISCAL IMPACT using ARPA\nand Measure BP funds in the amount of $720,612.84 to cover the five-year body-worn camera\nand in-car video program renewal amendment; and\n2. Authorize the Chief of Police to execute an agreement with Axon Enterprise, Inc. for body-\nworn camera and in-car video system renewal services under Sourcewell Cooperative\nPurchasing Contract #101223-AXN-; and\n3. Authorize the Director of Finance to make appropriation and necessary budget adjustment,\nreallocate and re-obligate ARPA and Measure BP funds between the body-worn and vehicle\ncamera and Council Chamber projects expenditure deadline; and\n4. Direct the Director of Finance to bring back the addendums to Inter-Agency Agreements\nbetween the City and Public Works and Police departments for review and approval by end of\nJuly 2026.

Adopt Resolution No. 2026-013,“Resolution Adopting Project List for Fiscal Year 2026-\n2027 Funded by Senate Bill (SB1): The Road Repair and Accountability Act of 2017”\n2. Authorize the Director of Finance to appropriate projected FY 2026-27 SB1 funds in the\namount of $2,000,000 and\n3. Authorize the Director of Public Works to file necessary documentation to satisfy SB1\nfunding requirements and act as the signature authority.

13.\nAppropriate Measure BP Funds, and Accept and Authorize the Filing of a Notice of Completion\nfor City Project, CIP 20-129 San Gabriel River Bikeway - Greening\nIt is recommended that the City Council:\n1. Accept the construction improvements completed by Griffith Company for CIP 20-129 —\nSan Gabriel River Bikeway Greening Project, and\n2. Approve a Budget Amendment of $383,790 into the CIP project from Measure BP; and\n3. Authorize the filing of a Notice of Completion with the Los Angeles County Recorder's\nOffice for CIP 20-129; and\n4. Authorize the Director of Finance to make the appropriation and necessary budget\nadjustments.\n5. Authorize the Public Works Director to release retention and close out the project in\naccordance with the contract documents.

5.\nRequest Consideration and Approval for Measure BP Funding to continue the NextGen Youth\nWorkforce Program for Summer of 2026\nIt is recommended that the City Council:\n1. Consider approving $105,000 from Measure BP funding for the 2026 NextGen Program if\nManaged Career Solutions (MCS) “AJCC” is unable to commit funding for the participants\nthrough July 31, 2026; and\n2. Authorize the use of these funds to:\n• Support 40 program participants under the City’s payroll\n(Up to 120 hours per participant, Hourly Rate & Taxes, and City Admin Costs); and\n3. Approve the allocation of funds to cover related program expenses, HR cost for pre-\nemployment screening, an Appreciation Lunch with food, refreshments, and City give-a-ways,\nmaterials and supplies for a development workshop for youth participants; and\n4. Authorize the Director of Finance to make appropriations and necessary budget adjustments;\nand\n5. Any remaining funds will be placed back into the Measure BP account.

Authorize the Mayor to execute a Professional Services Agreement with Evdence Solutions\nLLC for Property and Evidence Bureau backlog remediation services in a form approved by the\nCity Attorney; and\n2. Authorize the Director of Finance to redirect the remaining balance of $146,340.00 from the\npreviously approved Measure BP appropriation to fund the Professional Services Agreement\nwith Evdence Solutions LLC, and make any necessary budget adjustments.

Adopt Resolution No. 2025-011 entitled, “A Resolution of the City Council of the City of\nBaldwin Park, California, Approving the Engineer’s Report for the Citywide Landscape and\nLighting Maintenance Assessment District (Fund 251) for FY 2026-27, Declaring the Intent to\nLevy and Collect Assessments, and Setting a Time and Place for a Public Hearing.”\n2. Authorize the Director of Public Works to process payment request for Community Economic\nSolutions, Inc. in an amount not-to-exceed $3,000 for preparation of the Engineer’s Report.\n3. Authorize the Director of Finance to make the necessary appropriation and budget adjustments\nto cover the shortfall from the General Fund or Gas Tax during the FY 2026-27 mid-year\nbudget review.
