31. APPROVE PROFESSIONAL SERVICES AGREEMENT NO. 4546 WITH STAFFORD LIGHTS FOR CITY HALL LIGHTING INSTALLATION RECOMMENDATION: It is recommended that the City Council: 1. Approve Professional Services Agreement No. 4546 with Stafford Lights for City Hall lighting installation in an amount not-to-exceed $59,999; and 2. Authorize the City Manager to take actions necessary to execute and finalize an agreement on behalf of 3. Take such additional, related action that may be desirable.
