14. Traffic Regulations in Various Unincorporated Communities within Northern Los Angeles County Recommendation: Adopt and/or rescind traffic regulation orders to support traffic safety, enhance traffic flow, establish enforceable speed limits, and encourage parking turnover in the unincorporated communities of Acton, Altadena, Angeles National Forest, Desert View Highlands, East Pasadena, Elizabeth Lake, La Crescenta-Montrose, Lake Hughes, Leona Valley, and Northeast San Gabriel. Find that adopting and/or rescinding traffic regulation orders and posting or removing the corresponding regulatory and advisory signage are exempt from the California Environmental Quality Act.
