5. REGULAR BUSINESS 5.1 Street Light Pole Banner Hanging Request from Garden Grove Unified School District. RECOMMENDATION: A. Approve the written request from Garden Grove Unified School District to hang street light pole banners along Bushard Street, between Hazard Avenue and Bolsa Avenue, and along Brookhurst Street, between Hazard Avenue and McFadden Avenue, from September 1, 2026 through September 1, 2027; or B. Approve the written request from Garden Grove Unified School District to hang street light pole banners along Bushard Street, between Hazard Avenue and Bolsa Avenue, and along Brookhurst Street, between Hazard Avenue and McFadden Avenue for 90-days beginning September 1, 2026; and authorize the City Manager to extend for 90-day increments through September 1, 2027 should there not be any requests for banners at the location from another organization or agency. 5.2 Award of Contract - 2025-26 Citywide Residential Overlay - Project Plan No. P-2673. RECOMMENDATION: A. Approve the award of contract to the lowest and responsible bidder, All American Asphalt, Inc., in the amount of $2,942,027.75, and reject all other bids; B. Authorize a 10% contingency for potential change orders in the amount of $294,202.78; and C. Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney. 5.3 Award of Contract for the Roof Replacement Project at the City Hall Building - Project Plan No. P-2678. RECOMMENDATION: A. Approve the award of contract to the lowest and responsible bidder, Rainy Day Roofing, Inc., in the amount of $594,000, and reject all other bids; B. Authorize a 10% contingency for potential change orders in the amount of $59,400; and C. Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney. 5.4 Strategic Plan Goal #1: Achieve Financial Stability. Strategic Plan Objective: Update the City Council on the Economic Development Strategic Plan (EDSP). RECOMMENDATION: Receive and file the report. 5.5 Strategic Plan Goal #5: Enhance Quality of Life and Beautification Throughout the City. Strategic Plan Objective: Provide an Update on the Status of the Parks and Recreation Facilities Master Plan. RECOMMENDATION: Receive and file the report. 5.6 Authorization to Transmit Letter from City to County Supervisor Nguyen Regarding Allocation of County Discretionary Funding. RECOMMENDATION: Provide direction on whether to authorize staff to draft and transmit a letter to Orange County Supervisor Janet Nguyen regarding the County’s allocation of discretionary funding.
