8. 2026 COMMUNITY SURVEY CONTRACT AGREEMENT RECOMMENDED ACTION: That the City Council: 1) Approve a Contract Agreement with Fairbank, Maslin, Maullin, Metz & Associates (FM3) for the 2026 Community Survey; and 2) Authorize the City Manager, or designee, to execute the Agreement.
