CONTRACT AMENDMENT - LICENSE AGREEMENT FOR THE PEDESTRIAN BEACH TRAIL, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Potential Action(s) If the City Council concurs with the contents of this report, moving this item without modifications would result in adoption of Resolution No. 26-154, which would: 1. Determine that this project is categorically exempt from the California Environmental Quality Act (CEQA) under the state CEQA Guidelines Section 15301 (19 CCR Section 15301, Existing Facilities); 2. Approve, and authorize the City Manager to execute, Amendment No. 1 to C23-20, by and between the City and the Orange County Transportation Authority (OCTA), amending the license agreement for the Pedestrian Beach Trail.
