ECONOMIC DEVELOPMENT AND JOBS COMMITTEE REPORT
relative to expanding eligibility for the Legacy Business Program;
developing a Citywide Restaurant Protection Ordinance; and related
matters.
Recommendation for Council action, as initiated by Motion (Hutt,
Soto-Martinez - Hernandez):
INSTRUCT the Office of Wage Standards (OWS) and Community
Investment Department (CID), with the assistance of the City Attorney
and in collaboration with the Restaurant Equity Alliance, and also
incorporate feedback from representatives of small and
independently owned restaurants, BusinessSource Centers, local
Chambers of Commerce, California Restaurant Association, and
other relevant business and labor stakeholders to develop:
a. Recommendations to expand the eligibility for the City of Los
Angeles Legacy Business Program to include restaurants and
other small businesses that have operated continuously in the
City for at least 10 years and that have a proven record of
complying with local labor standards, as well as demonstrated
at least three or more of the criteria currently being used for the
existing legacy program and any recommendations for updating
such criteria or creating a tiered model of the program.
b. An analysis of the primary factors leading any businesses in the
Legacy Business Program to close and recommendations for
targeted interventions, including financial or technical
assistance, as well as the staffing needed to facilitate such
interventions.
c. Recommendations for offering succession planning training and
resources for worker-owned transitions of legacy businesses.
d. Recommendations for developing a Citywide Restaurant
Protection Ordinance (CRPO). The CRPO should: 1) provide
targeted, supportive measures such as education, outreach,
and technical assistance for small and immigrant-owned
businesses who contribute to Los Angeles' cultural identity; 2)
provide additional support and expedited application processing
for restaurants that have a strong track record of complying with
local labor standards and health and safety codes and 3)
establish partnerships with community-based organizations that
support immigrant entrepreneurs and restaurant workers.
e. The report should be presented to the Economic Development
and Jobs Committee within 90 days.
Fiscal Impact Statement: Neither the City Administrative Officer nor
the Chief Legislative Analyst has completed a financial analysis of this
report.
